The 2005 Defense Base Closure and Realignment Commission held a regional hearing on the list of possible closures and realignments of defense bases. Elected officials and community representatives testified about the impact of closing or realigning military installations in Connecticut. The installations under consideration were Naval Submarine Base New London and the Air National Guard 103rd Fighter Wing. 

Witnesses focused on the submarine base closure recommendation and the process by which the base had been selected for closure. They particularly pointed to flaws in the methodology used to evaluate the base and its role in the national security and defense infrastructure of the country as a whole.
