The subcommittee heard testimony on the manner and nature of House debate and institutional behavior as well as the influence of television on members' behavior. This hearing was called in response to Professor Jamieson’s report which she presented to members during the congressional retreat in Hershey, PA after an earlier hearing was interrupted and then postponed. The witnesses also offered various solutions, including changing the content of and schedule for one-minute speeches and promoting more personal interactions.
