The subcommittee heard testimony on the manner and nature of House debate and institutional behavior. This hearing was called in response to Professor Jamieson’s report which she presented to members during the congressional retreat in Hershey, PA. The witnesses also offered various solutions, including changing the content of and schedule for one-minute speeches and promoting more personal interactions. This hearing was interrupted by a House vote on whether comments by Rep. John Lewis should be taken and was subsequently postponed. close
