Participants debated the effectiveness of laws which allow citizens to carry concealed weapons in reducing crime. Thirty-one states now have such laws. Mr. Lott outlined his paper, which shows a decrease in crime rates in areas with such laws, and then the other panelists responded to it. After a period of rebuttal for both sides, the panelists took questions from the audience. close
