The House Science Committee members heard testimony concerning the threat of computer espionage and the encryption technology used to counter it. They testified about how these threats can threaten telecommunications of all types and the need for more research and incentive to devise better encryption methods. The Clinton administration had yet to end a policy begun during the Cold War which forbids U.S. software companies from exporting technology for national security reasons. close
