Committee members heard testimony from several computer industry leaders on the changing nature of competition in the industry. Witnesses testified about how Microsoft’s position as the dominant provider of operating systems for personal computers impacts competitiveness in other areas, such as Internet browsers and other emerging technologies. Many committee members and witnesses warned that Microsoft’s improper use of its dominance could thwart future innovations and suggested a need for more governmental involvement, whether through enforcement or regulation, to prevent this undesirable outcome. Mr. Gates responded that Microsoft was an innovation leader and that the true threat to innovation would be governmental interference with market forces. close
