Secretary Cohen and General Shelton testified in favor of the Comprehensive Test Ban Treaty. While acknowledging that the proposed testing rules were not perfect, they said that the U.S. had adequate technology to monitor test detonations which were large enough to threaten America’s nuclear deterence. They also said that ratification of the treaty was important to prevent nuclear proliferation. close
