Mr. Carey explained that the guide evaluates colleges in terms of the social mobility they enable for the students, if they encourage public service, and at their research. He explained the difference from other college rankings systems. Mr. Carey, who was the guest editor for the college guide, also responded to telephone calls and electronic communications. He is also the policy director for Education Sector, an independent think tank on education policy.
