At a two-day White House Conference on Character Building, President Clinton addressed communitarian leaders on the importance of their three concepts: opportunity, responsibility and community. He stressed that the three are inextricably linked and that all must be present to ensure a successful society. Prior to his main remarks, the president noted the closing of Pennsylvania Avenue in front of the White House, saying that security must be balanced with freedom. close
