Washington State Supreme Court Justice Saunders talked about civil liberties, which focused on the role of state courts and state constitutions in protecting liberty and individual rights and freedoms. He said that limited government was essential to protect the rights of citizens and that state constitutions and courts did have an important role to play in protecting individual freedoms from encroachment by governments, but that many state courts had not been fulfilling their responsibilities in this area.
