Members of the International Security Council, including former members of the Soviet military, discussed the probable changes in the military policy of the Soviet Union following the end of the Cold War and the failed coup by communist hard-liners in August 1991. Issues brought up in the discussion included the Soviet Union’s role in the global economy and political scene, the new threats to Soviet security from smaller countries, and the collective security of the many republics of the Soviet Union.
