Representatives Miller and Souder talked to reporters about the Census Bureau’s plan to produce two sets of numbers in the 2000 census. They said the plan was irresponsible and that it would “confuse and confound” the American people. The plan called for a traditional head count to govern apportionment of congressional seats and a statistically enhanced count for disbursement of federal funds and redistricting. After their remarks they answered questions from the reporters. close
