Committee members heard testimony concerning legislation to make stricter laws against altering electronic equipment, such as radio scanners, in order to eavesdrop on cellular telephone conversations. Similar legislation initiated by Rep. Markey became law in 1994, but has not prevented persons from altering such devices or businesses from helping them do it. Mr. Wheeler urged Congress to pass tougher laws and Mr. Grove testified that it is not illegal to sell equipment to modify such devices.
