Rep. Dellums said the Congressional Black Caucus urged President Bush to continue sanctions against South Africa, because only two of the six conditions set forth in the 1986 law mandating economic sanctions against South Africa have been fulfilled, and even those have been fulfilled in technical terms only and not in spirit.
