Members of the Congressional Black Caucus briefed reporters on the White House driveway after their meeting with President Bush, in which they discussed continuing sanctions against South Africa, President Bush’s education initiatives, and the civil rights bill currently in Congress. Rep. Dellums said the Congressional Black Caucus urged President Bush to continue sanctions against South Africa, because only two of the six conditions set forth in the 1986 law mandating economic sanctions against South Africa have been fulfilled, and even those have been fulfilled in technical terms only and not in spirit. Rep. Waters said she urged the president to spend more on American children, particularly since, she said, he does not have a domestic agenda. close
