Wisconsin Insurance Commissioner Ted Nickel talked about his state’s approach to implementing the Affordable Care Act. He said that Wisconsin state officials instead of accepting money from the federal government for Medicaid expansion decided to lower Medicaid eligibility from 138 to 100 percent of the federal poverty level, which pushes those who are no longer eligible to the health care exchanges. He also discussed some of the start-up difficulties users have had with the exchanges, which became available on October 1, 2013.
