The Senate Budget committee heard testimony from Dr. Sullivan on the fiscal year 1991 budget proposal for the Department of Health and Human Services and how the Bush Administration was meeting the health care needs of Americans. Dr. Sullivan advocated personal involvement and local action to help solve the nation’s health care problems, since the U.S. already has the highest health care expenditures per capita in the world. He then outlined the elements of the 1992 Health and Human Services budget and the rationale for the budget proposals for each of them. After Dr. Sullivan’s testimony, the committee heard from a number of speakers with alternative viewpoints on the Bush Administration’s health policy. close
