The advisory committee to the Congressional Internet Caucus held a panel discussion on the regulation of political campaigning on the Internet. They talked about a draft of rules issued March 23, 2005 by the Federal Election Commission (FEC) concerning possible extension of the Bipartisan Campaign Reform Act ("McCain-Feingold") to a range of previously exempted Internet communications.

Despite their growing role in electoral politics, the Internet and “blogs” (web logs or online journals of political commentary, written by individuals) were generally exempt from campaign finance regulations during the 2004 election cycle. The Commission now must determine whether and how blogs, paid advertising, and other speech on the Internet should be treated.
