Cable television executives testified on a proposal offered for inclusion in the cable television regulatory legislation that would make cable systems pay network affiliates and independent television stations for the right to air their programming, as cable systems currently do for cable networks. Mr. Tisch testified that such payment was necessary to allow free television broadcasters to compete against cable networks. Mr. Mooney argued against the proposal, claiming it would result in raised rates for cable subscribers with no corresponding improvement in service. Mr. Mooney argued the broadcasters' claims that their public interest obligations allow them special relief against cable competition are contradicted by the repeal of nearly all regulations on broadcasters regarding public interest programming.
