Ms. Rivlin, Mr. Penner and Mr. Reischauer, all former directors of the Congressional Budget Office, discuss the effects of the federal budget on the American economy. Ms. Rivlin said the federal budget could be used to stabilize the economy of the country by manipulating taxes and spending, but Mr. Penner questioned whether, even if the budget could be used to affect the economy, Congress would be able to manipulate it well enough to affect the economy in a certain direction. close
