Mayer, Brown & Platt Senior Partner Philip Lacovara and former White House Counsel Lloyd Cutler argued a hypothetical case in which the Federal Election Commission wished to reverse the 1975 Supreme Court campaign spending case, Buckley v. Valeo. In 1975, the justices ruled that Congress cannot limit campaign spending by candidates. After deliberation, the moot court struck down 1996 campaign finance legislation.
