Prime Minister Brown addressed reporters on the resignation of House of Commons Speaker Michael Martin over a scandal involving members expense requests. Prime Minister Brown said that the scandal called not only for an immediate investigation into members' expense filings over the past several years, but also a fundamental transformation in Parliamentary governance. He proposed to move from a system of self-regulation of salaries and allowances resembling “a 19th century gentlemen’s club,” to a more transparent framework in which such matters are determined by an independent commission and set rules. close
