Russian President Boris Yeltsin addressed a joint meeting of Congress. He announced that Communism in the former Soviet Union was dead, and called for Congress to pass legislation providing aid to the Russian Republic, including $12 billion in loans to Russia and other Asian republics. The audience gave President Yeltsin 13 standing ovations during his speech. close
