Judge Robert Carter, the former assistant to Thurgood Marshall at the NAACP Defense and Education Fund, spoke on the 40th anniversary of the Brown vs. Topeka Board of Education which effectively ended seperate but equal legislation in the U.S. He has successfully argued 21 of 22 cases before the U.S. Supreme Court. Judge Carter has been on the bench of the U.S. District Court for the southern district of New York, since 1972. close
