The House Rules Subcommittee on Legislative and Budget Process held a hearing on the Biennial Budgeting and Enhanced Oversight Act of 2015, which changes the process for the president’s budget request and requires Congress to pass a budget every two years instead of annually. Members heard from some of their colleagues who were both for and against the proposal. Speakers included Representative Reid Ribble (R-WI) and Kurt Schrader (D-OR), who were co-sponsoring the legislation. They were joined by House Budget Committee members Representatives Tom Cole (R-OK) and Tom McClintock (R-CA) and House Appropriations Committee member Representative David Price (D-NC) who oppose the measure. close
