Witnesses testified about prisoner treatment at detention facilities in Guantanamo Bay, Cuba, as well as authorization of enhanced interrogation techniques by U.S. government officials. Among the topics they addressed were classification of detainees as enemy combatants rather than prisoners of war, the involvement of high-level Pentagon and White House officials in formulating the interrogation techniques, and legal interpretations of actions taken. Douglas Feith, one of the government attorneys suspected of contributing legal advice for the Defense Department's authorization of aggressive interrogation techniques, had notified the committee he would not appear at the hearing. Chairman Nadler indicated that he would be called and compelled to testify at a later date. The hearing was titled "From the Department of Justice to Guantanamo Bay: Administration Lawyers and Administration Interrogation Rules, Part II."
