Officials from states and counties around the U.S. testified at a hearing on the Obama administration plan to close Guantanamo Bay Detention Center and transfer the detainees to facilities on U.S. soil. Governor Nikki Haley (R-SC) said the plan to use a military prison in Charleston “made zero sense” and would cost her state potential jobs and new business. Then state and local law enforcement officials talked about the potential cost to local communities. Mr. Gude testified that the Guantanamo Bay facility should be closed and that transferring the prisoners did not pose an unacceptable risk. close
