Witnesses testified about tightening banking regulations and enforcing regulations through improved oversight. In their testimony they talked about the size and reach of financial institutions, proposing that policies which allowed companies to grow to a size, "too big to fail," were insufficient to protect taxpayers against business failures in the future.
