Administration officials spoke to reporters about the need to ratify the Nuclear Test ban Treaty. They said that ratification was needed to stem nuclear proliferation. They also addressed fears that an elimination of nuclear testing would harm national security, saying that the nuclear arsenal had already been tested and that future development could be done with alternative technology.
