Committee members heard testimony from defense and weapons experts of the Commission on Ballistic Missile Threats to the United States including former Ford administration Defense Secretary Donald Rumsfeld. The commission had delivered a classified report to the Congress the day before. They described the current threats directly to the United States and how their report differs with from the intelligence community’s assessment from 1995 and what has changed since then. Recent acquisitions of nuclear weapons by India, Pakistan, and others along with the missile launches by North Korea had changed the nature and scope of the problem along with many other developments since the end of the Cold War. close
