Senators debated the Balanced Budget Amendment in the final hour of debate before the vote at 5:15 p.m. Three Democrats summarized their opposition to the amendment and Senate Majority Leader Trent Lott (R-MS) and Senator Orin Hatch (R-UT), the chief sponsor of the amendment, summarized their support for it. The Senate failed to pass the amendment by a 66 to 34 vote, falling one short of the necessary 2/3 majority. close
