In an excerpt, members debated the Balanced Budget Amendment to the U.S. constitution. This amendment would require the federal government to balance its budget by 2002, or two years after ratification by the states. If the Senate approved the amendment, three fourths of the state legislatures, 38 states, would have to approve the amendment before it became law. Once it became an amendment, Congress could waive its requirements by a three-fifths vote. close
