Congressional negotiators discussed how to combine three emergency spending measures for military action in Yugoslavia, other defense spending, and aid to disaster victims in Central America. At issue were several amendments, particularly those offered by Senator Byrd and Senator Domenici benefiting the steel and oil industries in their states. House members voted separately to accept the Byrd amendment and reject the Domenici amendment. The next day House members changed their vote to reject both amendments. close
