A panel discussed the book The Ambushed Grand Jury: How the Justice Department Covered Up Government Nuclear Crime; And How We Caught Them Red Handed, published by Apex Press. From 1952 to 1989, the Department of Energy’s Rocky Flats Plant, located just outside Denver, Colorado, manufactured plutonium triggers for nuclear warheads. In 1989, the FBI raided the plant to investigate charges that plant managers were violating federal environmental and safety laws. A grand jury later recommended that managers from DOE and Rockwell International be indicted, but the U.S. attorney handling the case, Mike Norton, instead struck a deal with Rockwell. As part of the deal, members of the grand jury were ordered not to discuss their investigation and their grand jury report was kept secret.
