President Clinton spoke at an American Federation of Teachers memorial service for Albert Shanker, who died in February. Shanker served as president of the AFT for more than 20 years. He talked about Mr. Shanker’s interest in higher education standards and his ability to energize those around him. The president praised Shanker as a wise and fair man and announced that those who participate in the international programs in civic education will be called Shanker Fellows. close
