Secretary Rodney Slater announced a new Department of Transportation policy statement to define unfair competitive behavior by large airlines. The policy would prohibit the short-term lowering of costs and increasing capacity at significant losses in order to drive out start-up air carriers in hub markets. He stressed that this would ensure fair competition which is the goal of deregulation and that the department was ready to enforce the policy. The policy will now be under a 60-day comment period. close
