The subcommittee heard testimony on H.R. 1115, the Trade Agreements Compliance Act of 1991, which would set up a formal procedure to review bilateral trade agreements with other countries. Mr. Bolten, general counsel to the U.S. trade representative, presented the administration’s objections to the legislation, which he said was unnecessary due to existing regulations and authorities. He also said the short time frame in which review was to take place according to H.R. 1115 may hamper the ability of the U.S. to investigate details of compliance by our bilateral trading partners. Representatives of the semiconductor and the wood products industry supported the bill on the grounds it would simplify the compliance review process for U.S. industry in bilateral trade agreements. close
