Witnesses testified on the value of Federal Emergency Management Agency (FEMA) preparedness grants. Since September 11, 2001, governments at all levels had spent $40 billion to prepare for natural and human-caused disasters. In opening remarks, Timothy Manning said that “the grant programs have contributed significantly to the overall security and preparedness of the nation.” David Maurer said the Department of Homeland Security and FEMA had “struggled to effectively manage and measure these grant programs.” Other issues addressed were the role that federal, state, and local governments play in measuring preparedness for both natural disasters and terrorist attacks. close
