Secretary General de Hoop Scheffer talked about the effectiveness of the International Security Assistance Force operation in Afghanistan and what is needed to achieve success for NATO and the international community as a whole. Topics included the transformation of NATO from a Cold War alliance to a twenty-first century security organization, how to share risks and burdens more fairly and equitably among the member nations, how to modernize operational capabilities, and the upcoming Bucharest summit.

Carlos Pascual introduced the secretary general, and Daniel Benjamin moderated an audience question and answer session at the conclusion of the secretary general’s remarks.
