Witnesses assessed conditions in Afghanistan and the U.S. military transition in 2014. They also talked about implications of the bilateral security agreement between the U.S. and Afghanistan and the election process and counternarcotics operations in the country. James Dobbins said that a delay in signing the bilateral security agreement was imposing unnecessary costs to Afghan people but believed the agreement would ultimately be resolved. Michael Dumont told the committee that the gains made in Afghanistan since the U.S. arrived were “monumental” rather than a failure and that Afghan security forces had exceeded expectations. close
