The committee heard testimony from James Baker, U.S. Secretary of State, on the fiscal year 1992 federal budget proposal. In his remarks, Baker outlined a plan for the Middle East following the Persian Gulf war. This postwar plan, Mr. Baker said, would require a Western military presence for an unknown amount of time to safeguard national borders. Baker said, however, that harsh economic punishment should not be forced upon Iraq, since the economic and social recovery of the Middle East depends upon the participation of Iraq. close
