No Labels, a bipartisan group of current and former members of Congress, talked to reporters about a plan, "Make Congress Work!", a 12-point blueprint for breaking gridlock and promoting constructive debate. One of these strategies, announced by Representative Jim Cooper and Senator Dean Heller, is legislation that would dock members' salary for each day they fail to pass the budget and all spending bills for the next fiscal year before the prior fiscal year ends.
