The Heritage Foundation sponsored a forum on the conservative viewpoint concerning the social crises in urban America entitled, “Reading America the Riot Act: The Moral and Economic Lessons of Los Angeles.” Starting with the urban violence that occurred in late April 1992 after the acquittal of four white Los Angeles policemen charged with beating a black suspect, the panelists discussed possible causes and remedies for the unrest in America’s cities, including mentions of the U.S. social welfare programs and the decrease in American moral values. close
