Gov. Gardner spoke at a conference entitled, “Beyond Medicaid: Building a Health Care System for All Ages,” sponsored by Generations United, a coalition of groups interested in reform of the U.S. health care system. Gov. Gardner, chairman of the National Governors Association, spoke on health care reform at the state level, beginning with the integration of Medicaid with state-based reform programs. He advocated removing Medicaid from funding long-term care for the elderly, saying care for the elderly is best conducted not in health care institutions but in the home and community. He also discussed reforms increasing access to health care for the poor.
