John Samples is the author of The Struggle to Limit Government: A Modern Political History (Cato Institute, 2010). John Samples is president of the Cato Institute’s Center for Representative Government. He previously served as director of Georgetown University Press and vice president of the Twentieth Century Fund.
Eugene Steuerle is Richard B. Fisher chair and Institute Fellow at the Urban Institute. He served as deputy assistant secretary of the Treasury for Tax Analysis from 1987 to 1989. He is a co-author of The Government We Deserve: Responsive Democracy and Changing Expectations (Urban Institute Press, June 1998).
