President Clinton delivered his fifth State of the Union Address to members of the House and Senate, the executive branch, the diplomatic corps and guests in the gallery. He outlined initiatives in several areas, including using expected budget surpluses to increase funding for the Social Security system, expanding and improving child care and regulating managed health care to insure quality and choice. He also continued a focus on education from his address the previous year with new initiatives, such as credits for school construction and reducing class sizes in early grades. Near the end of his address, he warned Saddam Hussein that the U.S. will not allow Iraq to build and stockpile weapons of mass destruction.
