Mr. Gorbachev received the Institute’s Enron Prize for Distinguished Public Service. Mr. Baker made the presentation and detailed Mr. Gorbachev’s career and said that the world “is forever in his debt.” Mr. Gorbachev spoke through an interpreter and said he was gratified to receive the award and also talked about the transitional situation in the world today and how world leaders must adjust to the changes.
