The Rand Corporation’s Drug Policy Research Center released a report titled, “Mandatory Minimum Drug Sentences: Throwing Away the Key or the Taxpayers' Money?” Mr. Caulkins said the report concludes that mandatory minimum sentences are less effective than previously thought at reducing drug use and drug-related crime. He recommended shorter sentences and more drug treatment. After his prepared remarks, he took questions from the press.
