After Mr. McCurry’s regular briefing, top domestic policy advisers to the president and vice president took reporters questions on the president’s announcement concerning federal hiring of former welfare recipients. They stressed that the federal government would only hire a total number of persons proportional to the current proportion of the workforce which is employed by the federal government and detailed how these people would be hired, what types of positions they would fill and which departments would be hiring them.
