Current and former congressional and executive budgetary officials, business leaders and others gathered to discuss the role of accounting and scoring in the federal budget process. They examined how budgetary measuring information affects policy decisions, whether improving predictive measures is more important than creating a better scoring system and the advantages and disadvantages of separating out capital expenditures among other issues.
