President Bill Clinton announced from the podium in the White House Press Briefing Room the current status of a partial government shutdown. The president vetoed the continuing resolution offered by Congress due to increases in Medicare premiums and cuts in education and the environmental regulations. He faulted Republicans for sending him a budget he could not sign but he would attempt to minimize the hardships caused by the loss of government services during the shutdown.
